Under normal circumstances, Dean is Castiel's best friend, charge, and the closest thing he has to family. They helped Sam stop the end of the world together, and Dean is the reason that Castiel fell from grace in the first place. He has also been the one teaching him about humanity. Castiel would and has done anything and everything for Dean, even becoming almost human.

When Castiel first arrived in Chicago, however, he was faced with a very different Dean. This Dean has never met Castiel -- in fact, he had never even gone back to Stanford to retrieve his brother before falling through the Rift, and Castiel was forced to learn how to be friends with Dean all over again. He would drop by and visit him at work. He even brought him pie after Sam disappeared the first time.

Castiel also spent time with Dean and Jo during the blackout. It's probably the closest Castiel has ever been to a party. The last time he saw Dean before he disappeared was when they were fighting monsters together. Shortly after that, Dean disappeared from the city.

Buffy Summers

Buffy was another person who helped with Castiel's introduction to the world of humanity, especially with food. They first met shortly after Cas arrived, after having a long discussion with Dean about Chicago and the fact that Dean didn't remember him. Buffy was pleasant to talk to, and they became fast friends. She even went so far as to introduce him to pizza.

There was a brief time where Buffy was pulled into an invisirift and went missing for some time. She did return to Chicago for a brief amount of time, and she and Castiel were able to reconnect. She then disappeared again, and returned, but this Buffy does not remember Castiel, and they are not close.

Julian Cuevas

Julian was Castiel's introduction to the local angels and demons in Chicago. Julian was one of the local archangels. They first met shortly after Castiel arrived in Chicago, when he was trying to figure out the meaning of it all. Julian didn't have very many useful answers in that department, but he did have information about the locals and how they were different from Castiel's kind of angel. Castiel also ran into him again after he came out of a Rift.

Julian is no longer living in Chicago, but Castiel owes him a debt for the information he gave.

Alfred Pennyworth

Alfred and Castiel first met shortly after Castiel arrived. They had a very nice conversation about the world, because when you think about it, they're both really old men who had seen a lot of the world. Alfred was rifted shortly after their conversation, and Castiel has not seen him since.

Lois Lane

Lois is another Wanderer that Castiel only met briefly. They ran into each other when Lois was in search of a story, and she thought that Castiel stood a chance of being it. They had a very brief conversation, and Lois didn't manage to get a story out of him, but she was interesting to talk to, at the very least. Lois was rifted shortly after that.

Sam Winchester

Sam is also someone who is very important to Castiel. While they had a rocky relationship in the beginning, Castiel values Sam as a friend. They are not as close as he and Dean, but he would have liked to think that before Sam had to sacrifice himself to save the world that they could have been.

When Castiel arrived in Chicago, however, Sam also did not know who Castiel was. While Dean was from before he was even aware of the Apocalypse, Sam was unfortunate enough to have come after his brother's death at the hands of Lilith's hellhounds. They only spoke once, at the fair not long after he arrived. They didn't get off to the best start, and shortly after Ruby arrived, so things got even worse between them. Sam was rifted not long after that.

Elizabeth Jules

Elizabeth was a very nice angel of death that Castiel met at the fair. They discussed the mechanics of the pie throw, and the point. Castiel didn't actually find the point, but he did make a nice new acquaintance.

Unfortunately, that was also that last time he would see her. Elizabeth was killed a few months later, in a drive-by shooting.

Richard Alpert

Richard Alpert was an enigma of a man that Castiel found very interesting, though he didn't get the chance to know him very well. They first met when Castiel was trying to understand the pie throwing game at the fair. As they talked, they discovered that they have a bit of longevity in common, and Castiel would have liked to talk to him again. Unfortunately he was Rifted not long after.

Captain Jack Harkness

Jack was the head of Torchwood Chicago when Castiel first arrived. Castiel had had a passing interest in Torchwood, given that they defended Chicago from danger and seemed to know more about the rifts than most other people in Chicago. However, they didn't seem to be looking for someone with Castiel's specific skill set. Still, they had an interesting conversation, and Jack was rifted not long after.

Ray Kowalski

Ray and Castiel met when Castiel was taking on a chupacabra, and by taking on we mean smiting the holy hell out of. Ray was rather impressed. He didn't stick around Chicago long after that, but in the meantime they had an interesting conversation, and Castiel wouldn't mind talking to him again.

Lily Rush

Lily was a cop who spent most of their conversation trying to determine whether or not Castiel was actually dangerous. They first met when Castiel was beating the crap out of a chupacabra. They didn't get to the awkward of Castiel having to explain that he was an angel of the Lord, but by the end of it he managed to convince her he would only use his powers for good instead of evil. He never got the chance to test that theory, however. Lily was rifted not long after they had their first conversation.

Nathan Cwirko

Nathan and Castiel didn't get off to the most solid of starts. They actually met when Nathan first arrived in Chicago and shot one of the local angels. Castiel was there to help, in his own bumbling way, and afterwards they had a long conversation about being soldiers and what that meant. Nathan has since been rifted, and Castiel has not seen him since.

Ruby

Things between Ruby and Castiel were complicated at best. Back home, she was the demon who manipulated Sam Winchester into releasing Lucifer and starting the Apocalypse. Granted, Castiel had his own role to play in that, but at the same time, she was still a demon, and he was still an angel, and he probably should have killed her the second he knew she was in Chicago.

He didn't. Instead, they had a nice talk about the rules. He struck a deal with her where he would not threaten her status in Chicago, so long as she didn't harm Sam and Dean. Ruby mostly thought he was an idiot, but that wasn't exactly uncommon. He also saw Ruby at one of his less than stellar moments, when he couldn't handle his feelings. It probably gave Ruby far more ammunition than she really needed, but she had it anyway. Ruby has since been rifted.

Parker

Parker and Castiel were actually rather close, in their own, unique, socially awkward kind of way. They first met when Castiel was contemplating life, the universe and everything. They managed to have a nice conversation in their own unique way, and this leads to Castiel looking forward to seeing her, even when he wasn't exactly the most sober. He even gave her chocolate induced kisses on Valentine's Day.

Parker was also one of the first people Castiel encountered when he returned to Chicago on his one year anniversary. He also encountered her on her own anniversary, while he was spending some time in Grant Park. It was shortly after that that Parker was taken from Chicago. She has since returned, but she does not remember him, and he hasn't seen her.

Debra Morgan

Debra Morgan was ... interesting. She was probably the most foul mouthed woman Castiel had ever met -- possibly even the most foul mouthed person, though Dean could probably have given her a run for her money if he had tried. They first met when Deb was trying to shoot a monster in the park. Unfortunately, the bullets weren't really working, and Castiel was forced to dispose of the monster. Still, he liked Deb, and he found her rather charming in her own unique and special way.

Sam Winchester

This Sam was Castiel's second in Chicago, and he was fortunate enough to know who Castiel was. Sam arrived from during his time with Ruby, shortly after he had killed Alastair using his demon blood abilities. While Castiel was grateful for the fact that Sam knew who he was, he couldn't deny the fact that their relationship was strained at that point, and in Chicago it didn't get much better.

Sam first arrived shortly before Halloween. Castiel was forced not only to deal with the fact that Sam wasn't happy with him, but also explain Chicago to him at the same time, and that isn't necessarily the easiest thing to do. (To note, he hasn't really improved in that area since then). As a result, he kept his distance from Sam, hoping that in the end he would come around and they would be able to grow closer. However, he didn't really help matters there when he showed up in Sam's room drunk one evening. Castiel isn't really the most pleasant person in that situation. It wasn't long after that, that Sam was rifted and sent away from the city.

Flauros

Flauros was a Wanderer demon in the same sense that Castiel was a Wanderer angel. They weren't from the same universe, but they weren't a native angel or demon to the rift either. He first met him during his drunken escapade, where Flauros mistook him for a flasher. They had a fairly brief conversation, and Castiel never saw him again. He assumes that he was rifted again if he didn't leave the city.

Luka Petrovic

Castiel rather liked Luka in the sense that she was a lot like him. She was a bit literal, and she looked at most of humanity through an outsider's perspective, which he could relate to. They first met towards the tail end of Castiel's experiment with alcohol in the city. They also had another nice talk while they were standing on the roof of the Kashtta not long after, taking the time to get to know each other better. Castiel has not seen her since then, and assumed she had been rifted.

Lola Hernandez

Lola was a very sweet Wanderer Rift angel who Castiel befriended during her brief time in Chicago. She was from an earlier time, and when she landed here, she made fast friends with the Winchesters, as well as most of Castiel's friends. They first met when he was on the roof of the Kashtta, doing some deep thinking. He found her very pleasant to talk to. They met again when a cherub happened to fall through the Rift and was choosing to ~~terrorize~~ stick to Castiel's side. Castiel wasn't pleased with the situation, but the cherub and Lola seemed to get along rather well, at least. Lola has since been Rifted, and Castiel misses her quite a bit.

Nellie Lachlan

Nellie was a sweet girl who seemed to be from the same universe as Castiel was. They didn't know each other back home, but from what she told him, their worlds seemed to follow the same rules. They first met when Castiel was brooding on the roof, and she came up to do the same. They hit it off well, and he got the chance to see her again when her riftpower was activated and she shrunk to the size of a small child in the face of a monster. Castiel took care of the monster, and helped coach her back to normal again.

He also ran into Nellie shortly after he returned from one of his rift-induced vacations, when he adopted Gabriel. The last time he saw her was his one year anniversary in Chicago, where they had a lovely day in the park. He assumes that she was rifted shortly after that.

Jim Kirk

Castiel wasn't entirely sure what to make of Jim Kirk when he first met him. For one thing, the man had wings. For another, he tended to use a lot of colloquialisms, which could make things a little confusing. They ran into each other after Sam returned to Chicago the first time, and Castiel was trying to find an answer as to why the man didn't remember, and Jim was just looking for information on the Rift in general. They didn't discover much, but they did get to know each other better. Castiel has not seen him since then and assumes that he was rifted.

Chuck Shurley

Under normal circumstances, Chuck is Castiel's responsibility. Given that Chuck is the prophet of the Lord for Castiel's part of the Winchester story, he was a very important part of his involvement in not only the Apocalypse itself, but also starting it. Chuck was the one who was able to warn them when Sam was about to release Lucifer, and have Dean get there in time to kill Ruby. Chuck was also present for Castiel's first death. They have a very profound bond. Not like Castiel and Dean's profound bond, mind you, but it's still rather profound.

In Chicago, however, Chuck wasn't in the city long enough for them to reignite their profound bond here. The one and only time he saw Chuck in the city was when he first arrived and Castiel found him on the steps of the church. Castiel picked him up, dusted him off, and took him back to the Kashtta where he would be relatively safe. What he couldn't be safe from, however, was the rifts, and he was gone not long after. Castiel still treasures the memories, and has since named his teleporting kitten after him.

Aurora

Aurora wasn't necessarily a friend, but she wasn't quite an enemy either. What she was, however, was someone with quite a bit of power who he managed to build a tentative relationship with before she left Chicago. The first met when Castiel returned from the land of sunshine and puppies with Gabriel. They had a conversation about whether or not anyone truly belongs in Chicago, and while Castiel tried to get a real read on her, he found it difficult. The next time he saw her was after the flood, where they postured around each other some more. That was the last time Castiel saw her. He assumed that she was rifted.

Rachel Conway

Rachel is one of the people that Castiel grew rather close to during her brief time in Chicago. They first met when Rachel was walking through the park and lost control of her purse. Castiel stopped to help her gather her things back together, and they hit it off well. He learned that she had been in Chicago previously, was rifted somewhere else, and then came back again. This was the first he had heard of this, so needless to say he was very interested in the hows and whys.

The next time he saw her was when he returned to Chicago after a brief stint elsewhere and brought Gabriel back with him. Gabriel is pretty much a hit with everyone. The last time he saw her was on his first anniversary in Chicago, when he was in a moment of deep contemplation. Unfortunately, he has not seen her since then. He believes that she has been rifted again.

Medusa

Castiel didn't like Medusa much, and he doesn't think she was that fond of him. For one thing, the first and only time they encountered each other, she tried to take his dog. He didn't respond well to that, and took Gabriel home despite her best efforts. He has not seen her since and assumes that she has been rifted.

Saul Garamond

Saul wasn't exactly Castiel's friend, but he and Cassie were very close, which therefore made him important to Castiel. They only officially met when Daniel Faraday was crucified in Grant Park. They didn't talk for long, but if someone was okay with Cassie, then they were okay with him.

They first met when Ros fell through the Rift, and they didn't get off to the greatest start, but that tends to be what happens when you mix a spy and an angel together. Ros was around for a while, but not for long, and Castiel assumed that she was rifted.
